I regret to have to acknowledge that in writing past I have been negligent in performance of my duties for some time.
This, however, has not been caused by or through anything connected with the Office or additional duties which might have been imposed, but has been caused entirely by a matter of a private character which engrossed my time and attention so that I regret to say I regarded my official duties in less important light than I ought to have done.
Having said this, I have given my every consideration to any irregularity or neglect that may have occurred, and I trust that if the matter be brought before the Government, notice of it may be duly considered and I trust eventually prove sufficient.
